6th European Bunker Fuel Conference

The 6th European Bunker Fuel Conference took place at The Mainport Hotel in Rotterdam on Thursday 21 and Friday 22 May 2015. 

Supported by the Port of Rotterdam, the European Bunker Fuel Conference brought together the region’s leading bunker fuel suppliers, ship operators, owners, brokers, traders, refiners and other marine fuel organizations to provide a unique and comprehensive overview of the European bunker fuel industry and to hear insights on the impact of the emission control area (ECA) implementation, fuel prices and changes in demand patterns and how they are preparing to the 2020/2025 global cap.

Charlotte van Steenderen was one of the speakers during this year's conference and gave a presentation about “De-bunkering in the Netherlands”, since this has been a hot topic in the Dutch jurisdiction for the last couple of years. The Dutch authorities are “increasingly concerned” about de-bunkering procedures and the de-bunkering of “off- spec” fuel in Dutch waters due to the perceived risk that the fuel could contain hazardous waste. In her presentation, Charlotte explained how the Dutch Human Environment and Transport Inspectorate, which has been delegated by the Dutch government to monitor and encourage compliance with both national and European legislation and regulations with regard to bunkering and de-bunkering of vessels in the Dutch territorial waters, assesses a de-bunkering situation. She furthermore discussed the relevant European and Dutch legislation as well as the relevant case law.
